Zen monk of Nanzen-ji who ran Ieyasu's diplomatic correspondence and drafted the regime's founding documents: the 1614 Statement on the Expulsion of the Bateren and the Laws for the Military Houses of 1615. Called "the prime minister in black robes," he put into words the theology of the ban — Japan as the land of the gods, Christianity as its subverter.
